UK Climate Projections 2009 (UKCP09)



Video: Dr Vicky Pope, Head of Climate Change Advice at the Met Office, talks about the new UK Climate Projections 2009 (UKCP09).


Here is some new information on UK climate projections from the Met Office Hadley Centre. So if you live in the UK, this is worth checking out! The website has many resources on climate change available to use free of charge. Isn't that nice!

The UK Climate Projections 2009 (UKCP09) confirm that the UK is likely to see hotter, drier summers and warmer, wetter winters coupled with more frequent extreme weather such as flooding, heatwaves and droughts.


UKCP09 is the latest cutting edge science developed by the Met Office Hadley Centre and is the first time that a probabilistic approach has been used for climate projections, allowing us to take a risk-based approach to planning for the future.


Met Office Chief Scientist, Julia Slingo, said: “Through UKCP09 the Met Office has provided the world’s most comprehensive regional climate projections with a unique assessment of the possible changes to our climate through the rest of this century. For the first time businesses and authorities have the tools to help them make risk-based decisions to adapt to the challenges of our changing climate.”

New Green Jobs ??


For the first post of 2009, I thought I would put up two articles about the the creation of new green jobs as part of efforts to reduce the impact of the economic crisis.

The first is Gordon Brown's programme to create 100,000 jobs in the UK and the second is about Barack Obama's pledge to create 5 million green jobs in the United States by Kathleen Rogers (the president of Earth Day Network).
.
More green jobs sounds good in practice, but what type of green jobs are they going to create and will the new green infrastructure be sufficient to ensure that the US and UK move quickly towards sustainability. As always, the devil is in the details of the plans. I will have to see if I can read a bit more commentary on the initiatives (from all sides) to see if I can find out more about the programs.

Building a new green economy will be complex and difficult. It is important to realise that although many people and businesses want their government to get policy on important issues 'right' there are differing views on what should be done. Just consider the different responses (and their critiques) to the economic crises faced by many countries. There are also widely differing views on what a new greener economy should look like. Nuclear versus clean coal, for example, or issues arising from which industries should get financial aid (and create new jobs) and which ones miss out (and possible face a bleak future).

Prime Minister Gordon Brown has revealed details of a programme to create 100,000 jobs as part of a new initiative to curb rising unemployment. Mr Brown told The Observer of a programme of investment in new technologies and green projects. He said improving the environment was part of the solution to the recession. The government plans to bring forward £10bn of spending on public works, digital technology and environmental projects to create new jobs. Investments will be made in eco-friendly projects such as electric cars and wind and wave power, which will create jobs.

A massive stimulus package of nearly $600 billion holds promise for the economy, and could mean more federal spending on infrastructure and energy efficiency projects. An estimated $400 billion in that bill will repair lots of bridges and roads, but what will they all lead to? Nothing — unless we first start building bridges and roads between our economic, climate and education concerns, and start appreciating the way they're all connected.Few other national topics are as timely as a discussion of how to build a new green economy nationwide. During his campaign Obama promised to create 5 million green jobs. It is this way of thinking that should shape our country's future.

Japan, South Korea to Create New Pro-Environment Jobs

Japan and South Korea have announced plans to create tens of thousands of new jobs aimed at boosting the economy while protecting the environment.The Japanese environment ministry says it is preparing a so-called "Green New Deal Plan" to create at least one million new jobs in energy-saving and other environment-friendly technologies.

'Catastrophic' rise in temperature possible says the Met Office


Here is what Dr Vicky Pope (who is the Head of Climate Change Advice at the Met Office’s Hadley Centre) had to say recently about the possible dangerous impacts of a 'catastrophic' rise in temperature due to climate change.

She suggests that it is much better to act now, otherwise the "risks will multiply" and at temperature rise of 5°C would be possible under the worst-case senario (rather than a rise of less than 3 °C under the worst-case senario if rapid and early decline in emissions are achieved). Given we are trying to keep the increased at less than 2°C - 'we' (individuals, businesses and governments) really do need to act now if we are going to avoid the worst of climate change!!

"The risks for worst-case outcomes amplify much more quickly than the risks for most likely outcomes. For an early and rapid decline in emissions, the worst-case outcome is around 0.7 °C higher than the most likely temperature rise. With much slower action taken much later, the difference between the most likely and worst-case outcome is almost twice as wide, at 1.2 °C. This takes a worst-case temperature rise of less than 3 °C to one just above 5 °C by the end of this century, bringing with it significant risk of dangerous impacts to our environment, society and economy.This would be catastrophic for the environment and for humanity."

"A major reason for this amplification is the so-called 'carbon cycle effect'. Plants, soils and oceans currently absorb about half of the carbon dioxide emitted by human activities, limiting rises in atmospheric CO2 and slowing global warming. As temperatures increase, this absorption is very likely to decrease. For example, plant matter in the soil breaks down more quickly at higher temperatures, releasing carbon more quickly, and amplifying the warming trend. Methane released from the thawing of permafrost will add to the warming. This methane release is currently not included in the calculations, and becomes more of a risk for larger temperature rises."

"Hence, the risks of dangerous climate change will not increase slowly as greenhouse gases increase. Rather, the risks will multiply if we do not reduce emissions fast enough."

Climate Safety: In case of emergency . . .

The Public Interest Research Centre has published its "Climate Safety" Report which examines recent climate change science. Climate change is "accelerating more rapidly and dangerously than expected" and the "imperative for extreme urgent action on both a national and global scale is now paramount" says Sir John Houghton in the forward (see below). The summary is easy to read and highlights the trouble we are facing. A rapid change towards a low carbon society is suggested as the answer to this complex global problem.

Summary

The summary is easy to read and highlights the latest scientific research (shows the trouble we are facing with regards to climate change).

Science

This section looks at the loss of Artic ice, which some scientists predict will be an ice-free Artic summer by 2010-2015 (some 80 years ahead of the prediction made only 1 year ago in the 2007 IPCC Report). It also suggests "contrary to what the media's coverage may suggest, the Artic melt is not simply a matter of displaced polar bears, new shipping routes, or easier access for oil and gas companies" and then goes on to explain the consequences of early Artic sea ice loss.

Loss of Arctic ice will cause:
  • Increased heat because less heat is reflected dark surfaces such as the sea than from ice, the Earth will be heated more;
  • Additional greenhouse gas emissions in the atmosphere caused by melting permafrost which releases methane (which is 25 times more potent than carbon dioxide; and
  • Additional sea level rise (above IPCC projections).
These are all major problems and highlight the need for "extreme urgent action" by governments at the local, national, regional and global level need to act NOW.

If you are thinking that a bit of permafrost melt can't be too bad, have a look at the following graph (which shows the volume of total carbon content in billion tonnes). Notice the MASSIVE amount of carbon contained in permafrost!!



The other interesting graph contained in the report (shown below) highlights the different model predictions of the IPPC's scientific panel, while the black line is the actual satellite observations (notice how it drops well below ALL of the IPPC's predictions). The dotted red line is the revised projected ice melt (a range from 2010 to 2015 has been suggested by some scientists).



It concludes that "the observed impacts of climate change have raced ahead of the predictions of the IPCC's 2007 Report, even in the short amount of time since it was published".

Targets

This section examines the difficulties of predicting a certain temperature rise from a particular reduction in greenhouse gas emissions. This is because "any analysis that connects CO2 emissions to temerature increase must address a complex causal chain in which the key elements, while now well understood qualitatively, are subject to substantial quantitative uncertainty" (Paul Baer, EcoEquity).


Solutions

This is a great read as it contains lots of information on renewable energy, low carbon transport options, better agricultural methods, energy efficient buildings, saving global sinks (e.g. forests) and other ways to quickly become a low carbon society.

Action

This section sums up and highlights the need for "extreme urgent action" because science is telling us that climate change is "accelerating more rapidly and dangerously than expected".

This is obviously very worrying, however they do suggest that "the prospects for ambitious action in the UK are more promising than they have been at any point in time".
.
I would suggest that this is also true in Australia and I hope Penny Wong is thinking along these lines. Although, early suggestion of a weak 2020 target are not sounding promising.

Anyway, this report is well worth a read !!!

Change is in the air


After hearing Arnie talk about climate change and then Obama talk about the change in thinking on climate change in the United States, I then found this story about British lawmakers passing a landmark climate change bill.


British lawmakers pass landmark climate change bill

LONDON (AFP) — Lawmakers gave final approval Tuesday to a bill committing Britain to cut greenhouse gas emissions by 80 percent by 2050 -- the first country to have such a legally binding framework on climate change.


Climate Change Secretary Ed Miliband said the bill, which must now be signed into law by the queen, "makes Britain a world leader on climate policy".


"It's the first legislation of its kind in the world. It will tie this and future governments into legally binding emission targets -- an 80 percent cut by 2050, with five-year carbon budgets along the way," he said.


"It sends a clear message before European and global climate talks that serious action is possible."


Britain originally intended to cut emissions by 60 percent on 1990 levels by 2050, but changed this to 80 percent last month on the recommendation of a government-appointed committee.


The committee said the cuts would cost about one to two percent of gross domestic product (GDP) and were "challenging but feasible".


The legislation also contains powers to establish emissions trading schemes, measures on biofuels, powers to reduce household waste and to require retailers to reduce the use of plastic bags.

Health effects of climate change in the UK - 2001/2002 report

The article on the Victorian Government studying 'the health impacts of climate change' got me thinking, what has alreay been done in this area? I found this report (from the UK):

At the request of the DH, the Expert Group on Climate Change and Health in the UK reported on the likely impact of climate change on health, and implications for the NHS.

The report discusses public perceptions of the impact of climate change on health, and available methods for assessing health implications of climate change.

It goes on to present an overview of the subject, and to discuss potential effects of measures aimed at mitigating climate change.

It makes a series of tentative predictions relating to cold and heat-related deaths, food poisoning, vector-borne and water-borne diseases, disasters caused by gales and coastal flooding, effects of air pollutants and ozone, skin cancer, and measures to reduce greenhouse gas emissions.

UK 'needs tougher climate target'

Here is a story from the BBC about the UK government needing to set a target of at least 80% reduction by 2050 (also aviation and shipping must be included in any scheme to reduce emissions).

The UK government's official climate change advisers have raised the bar on ambitions to cut emissions.


The Committee on Climate Change (CCC) said a cut in greenhouse gas emissions of at least 80% by 2050 should include international aviation and shipping.


It said other industries would have to make up any shortfall in those areas.


Prime Minister Gordon Brown has intimated at an 80% cut, but ministers have been wary of counting aviation and shipping, where cuts are difficult.


Mr Brown hinted at the Labour Party conference that the UK would need to cut emissions to just one fifth of the current amount - a task of staggering ambition.

Met Office's bleak forecast on climate change

The head of the Met Office catre for climate change research explains why the momentum on emissions targets must not be lost.


When it comes to climate change, the scientific evidence has to be at the core of any decision-making. Governments need to understand the consequences of choosing particular targets, but they also need to understand what will happen if targets are missed or if they cannot be agreed on by all countries. Failures could have far-reaching consequences.


The latest climate model projections from the Met Office Hadley Centre show clearly that such failures could have worrying and significant consequences for the world's climate. Even with large and early cuts in emissions, these projections indicate that temperatures are likely to rise to around 2C above pre-industrial levels by the end of the century. If action is delayed or is slow, then there is a significant risk of much larger increases in temperature. The uncertainties in the science mean that even if the most likely temperature rise is kept within reasonable limits, we cannot rule out the possibility of much larger increases. Adaptation strategies are therefore needed to deal with these less likely, but still real, possibilities.


Temperature rises


Jason Lowe, a climate scientist, and other colleagues at the Hadley Centre have conducted a series of "what if" climate projections, to give a better understanding of the temperature rises we could expect if action on reducing greenhouse gas emissions is slow or delayed.


In the first scenario, emissions continue to rise throughout the century. In the other scenarios, emission reductions have been imposed at various times and at various rates.


In the most optimistic scenario, emissions start to decrease in 2010, and reductions quickly reach 3% per year. This contrasts sharply with current trends, where the world's overall emissions are increasing at 1% per year - faster than even the worst cases used in the Intergovernmental Panel on Climate Change (IPCC) emissions scenarios.


What is very clear is that some increase in temperature is inevitable in the next century, and that the decisions and actions that the world takes now will have a profound impact on the climate later this century.


Even if emissions start to decrease in the next two years and reach a rapid and sustained rate of decline of 3% per year, temperatures are likely to rise to 1.7C above pre-industrial levels by 2050 and to around 2C by 2100. This is because carbon dioxide already in the atmosphere will be around for many years to come and the climate takes some time to respond to these changes. Only an early and rapid decline in emissions gets anywhere close to the target of 50% reduction in emissions by 2050 put forward by the G8.


Contrast that with a world where no action is taken to curb global warming. Then, temperatures could rise as high as 7C above pre-industrial values by the end of the century. This would lead to significant risks of severe and irreversible impacts.


Lowe's two other scenarios are also significant. The consequences of a late decline in emissions are apparent by 2050. Delaying reduction of emissions until 2030, results in a further 0.5C of warming by 2050 compared with early, if slow, reduction from 2010. By the end of the century the differences are even greater - more than 1C.


The consequences of an early but slow decline in emissions of 1% per year, compared with a rapid decline, appear to be small in 2050. However, they increase to 0.8C by the end of the century.


Overall, a delayed and slow decline in emissions would probably lead to nearly 2C more warming than an early and rapid decline in global emissions - a total temperature rise of 4C above pre-industrial levels.


The implications of these levels of temperature change are very serious, but the central projections are not the only things we should be worried by. When commentators look at these projections, they tend to concentrate on the most likely temperature rises. However, if we are concerned about keeping to a minimum the risks of avoiding dangerous climate change, we should also consider the worst case outcome. This will occur if the climate turns out to be particularly sensitive to increases in greenhouse gases and the Earth's biological systems cannot absorb very much carbon.

UK Political parties seen failing on climate

Here is a news story by Jeremy Lovell from Reuters about how the three main political parties in Britain are failing to address climate change.

Britain's three main political parties are failing to address climate change as the economic downturn starts to take precedence, the country's leading environmental organisations said on Wednesday.

The recent surge in world oil prices -- and with it domestic fuel bills -- proved that now was the time for the country to reduce dependence on imported energy and produce more of its own, clean power, they added.

"None of the three main political parties are currently showing the vision and courage to prepare the UK for the challenges ahead," said Stephen Hale, director of the Green Alliance lobby group which is one of the nine signatory organisations to the report.

"In a time of rising fuel and food costs, the need for an ambitious approach to environmental policy has never been clearer," he added.

The report "Fit For The Future? The Green Standard 2007-08 Review of the Parties" calls on Labour, the Conservatives and the Liberal Democrats to use the upcoming party conference season to recommit to tackling global warming.

The report's signatories are Green Alliance, Greenpeace, Friends of the Earth, WWF-UK, The Wildlife Trusts, The Woodland Trust, RSPB, The National Trust and CPRE.

Prince Charles calls for greater EU efforts on climate change

Here are some quotes from Prince Charles, urging the European Parliament in Brussels to do more on climate change and saving the world's rainforests. (Note: full speech here)

Scotland plans 80% emissions reduction by 2050

Here is a news-story on Scotland setting an 80% reduction target by 2050. This is good to see and hopefully other natins will follow their lead on this.

The SNP government today launched its ambitious plans to tackle climate change with the publication of the Scottish Climate Change Bill Consultation.

The proposal for a statutory target to reduce Scottish "emissions" (either carbon dioxide or a basket of 6 greenhouse gases) by 80 per cent by 2050 is one of the key components of the consultation.

It also includes a proposal for an annual report on progress in achieving government targets; creating a framework of carbon budgets for Scottish emissions to set out a pathway towards the 2050 target; and publishing "transparent, robust and independent advice on when, and to what level, cuts in emissions should be made."

Launching the consultation John Swinney, Cabinet Secretary for Finance and Sustainable Growth said:

"The Scottish Government is determined to play a leading role in action on climate change. We are proposing to reduce emissions by 80 per cent by 2050 and we expect others to follow. That is the scale of the challenge that confronts us."

Scotland produces only 0.15% of the world's greenhouse gas emissions, a proportion that will fall as large developing countries continue to industrialise, the report notes.

"The actions we take today can bring clear and tangible benefits to Scotland now and in the future. Moving towards a low carbon economy can create new jobs and improve local environments as part of our drive to generate sustainable economic growth."
